SIGH, on the thaivisa forum someone called SCB and got the following explanation:
Their answer was: that notice and fee reduction supposedly has nothing to do with the use of foreign ATM or credit cards. They said the change relates to non-bank credit cards here in Thailand like those issued by AEON and Tesco-Lotus and such.
Sorry. I give up, guess I will have to open a bank account.

Announcement:
Effective November 1, 2009, Siam Commercial Bank will reduce an ATM network fee for cash withdrawals or cash advances for Visa andMasterCard credit cards issued by non-bank institutions and non-ATM Pool members from 150 baht per transaction to 15 baht per transaction.

Just returned from Central Festival in Pattaya, where on Level Four (4) you will find at least seven Thai banks represented with outlets and ATM machines.
Attempted a withdrawal at the Siam Commercial Bank, and then at the Bank of Ayudyha, and was required to pay the 150 Baht in both instances.
It was a non bank Visa card I was using, so wonder why I still was stung 150 Baht ?

KK, glad to see you and a lot of other bms are having a good time in LOS!
It will take time to put the changes through the system to bring the fee down to 15 baht. When they first announced the 150 Baht fee it took about a month for all the ATMs to start charging. There were cases where ATMs of the same bank, but in different areas of Thailand were charging and others were not when the 150 Baht fee came into effect.
