Last July I was staying at the Royal Phawadee and had no problems taking a lb friend with me - of course ID was asked but nothing else. The location is great, walking distance from both Bangla and the beach and the location is nice and quiet. Might not be the best option on high season but whenever the rates are discounted it's a good deal. Booked that via Agoda.

The owner is a pugnacious retired Aussie with a Thai wife. He loves to chat. He runs this place with an iron fist, and puts up with no bullshit from staff and guests alike. A true curmudgeon. ...with a heart of gold. After hearing his stories of bustin' heads as a bar owner in Oz, i was a bit concerned that bringing LB's would be a problem.
Then, i saw him surrounded by his 7 or 8 grandkids, and the man was just gooey putty in their hands.
I asked him this morning if he saw a certain ladyboy exit the hotel at about 11:00 am. "Why nooo" he said, asking surprised.
I said, "Well, if you did, it was me. Guilty".
He laughed and said "I NEVER see a thing. No problem mate".
Kelly's sits hillside, and has a nice balcony with comfortable wooden seats and chairs. Ocean-peek in the distance. Great, sultry breezes at night. I've been spending a good bit of time on this balcony with a few LB's this trip.

But for the love of gawd, do NOT give him a bad review on tripadvisor. Anybody does, he rips them a new asshole in reply.
Hilarious. Recommended.

UPDATE: About-face!
NOT recommended. The original post about the owner and his gushiness were premature. After several days here, his obnoxiousness has worn thin. He constantly wants to rope me in for a loooong lexture about his badassness and the "cunts" whose head's he's busted....his opinions....
I get it. He wants some conversation. But, i have things to do...or not do...and i find myself dodging him in order to not be trapped into a long one-sided blather-fest.
The hotel is like somebody's house. Thai children running around. Grannies lounging in the lobby, watching TV. Laundry took 3 days to arrive...and my attempts to pin down the delivery date met with his irritation.
Great balcony with sea-view and nice nightime breezes. Rooms dingy for the price 1500 baht). Ladyboy friendly.
NOT RECOMMENDED.

Hi,
I will be in November in Phuket and thus at C&D, Does someone stay at Sleep with me Hotel http://www.sleepwithmehotels.com? Is LB friendly? When I look at the map does look far from C&D.
Thanks for your help.

@YaaBaa: Write them a message and ask them. If the answer is positive (that they are LB friendly), print it an show them if they tried to apply a joiner fee. If the answer is negative (they apply a joiner fee), change the hotel.

I believe there's a joiners fee, but as Bullseye says: drop them an email.
