The  Malaysian laws and the way they are enforced by both the police and the justice seems very complex to me, so I won't try to give a correct explanation. I found out that still in the early 2010's Malaysian (or Malese ?) had been imprisoned for willing to be a ladyboy. Since Human Right organizations called out this situation, it seems that Malaysia has become more flexible. Another point is that Muslim rules are enforced with Muslim people but not with other people (Malaysia is mix of Muslim Malese, Chinese diaspora and Tamul immigrants). 

I had also looked for press releases dealing with police actions against street hookers and ladyboys to spot where they actually hang to hook up customers. I found out that the police catches hookers as illegal immigrants and deports them as such.

Bukit Bintang  is the neighbourhood where nightlife and street action is developped in KL. One can find bars and alcohol but no bar girl in the bars. If you get drunk, don't insult Muslim people, they will beat you up and the police won't protect you. 

 

If you start from Jalan Pudu and walk up Jalan Bukit Bintang, you will find an area full of bars and clubs or hotel clubs. Turn left in Changkat Bukit Bintang. On your left, you will see Jalan Alor is a street full of Asian restaurants at good prices. 

Follow Changkat Bukit Bintang. You will find massage shops (I don't know what kind of massages). After passing the 7/11 and the KK mart, take the first to the right (Jalan Nagassari).
