I think generally, it's not just height, but that's a part of it. It also has to do with their general appearance and more masculine facial and body features, like more pronounced musculature, body hair, and facial structure. It can also refer to their personalities (aggressive) but this would not be revealed by a picture.

As a visual aid, this girl from Temptations in Bangkok would never be classified as an "Amazon":

To get totally nerdy for a moment, the term Amazon comes from a Greek myth about a city of female warriors. They didn't allow men in their city except for the ones they captured in battle, who they kept as slaves to have sex with. They'd also cut their right breast off so they could fire their bows more efficiently.

So yeah, big fearsome females would be Amazons.
