Yes it is now open and soi 7 has closed.
It is very near the entrance to soi 10, i.e less than 10 meters and there is a small turning to the left immediately to the side of the hotel Paradiso which dominates the entrance to the street. Ahead of you is Lollipop bar and CIB is about 4 shophouses down. When you are in the smaller street, you'll see the large sign for the bar. There is also a secondary entrance further into the soi which is just past the Cosy@10 hotel.
A lot of people pointed out the need for signs from soi 10 itself, so hopefully something will be done quickly.
Another option is to look for the large corner gold shop at soi 10. When you reach the end of that building, that is where you turn left. It is that short a distance from the main road.
