Forget the soi 5 end, it's all boarded up and lot of pile driving going on.    Much easier to walk to Soi 7. Walk into the soi and look up on your left side for the lit, purple CIB sign indicating to go down the little alleyway for 10m and the bar is inside the hotel that is above it.     The entrance to that little soi is no more than 15m from the beginning of the street - everybody walks too far and wonders why they can't find it.

600BHT is the bar fine.For a ST I would say 1000 -1500BHT.

Currently you can use either, the alley is open although building rubble covers much of the ground.   the easier way to enter the bar is via as you put it, the dead end alleyway which is the hotel entrance.   Not that many people stay in this hotel for more than 2 hours
