St. Lucifer, if you contribute useful information to the forum sometimes, instead of asking questions almost every post you make, then this type of situation would not happen. A forum works best when sharing - giving and receiving. So far you've done very little giving, so other forum members get tired of answering your questions, especially when you ask the same thing for many Asian countries on multiple forums.

Why do you think it is impossible? Most modern forum software have options that can restrict the number of accounts a user can register. It so happens it hasn't been activated on this forum.
Also if a specific IP is blocked, then no other users with the same IP address can access the forum. Of course there are other ways to avoid this, but the average person doesn't know them.

Those options are available to administrators and moderators, not regular forum members. You still haven't answered Spyder Rocket's question - do you assume that using another user name and posting the same questions will get an answer that you did not get with your previous user name?
The easy solution to this is as I stated, start contributing some useful information to the forum, and other members will be willing to answer when you have questions. Only asking questions leads to this result - antagonism, being ignored, etc.
