I've passed through Rayong before and did notice a small row of bars on the road heading out towards Ban - I wish I could be more specfic - it's not exectly a scene, but a small glimmer of hope for you.
There are a couple of bars in Ban Phe (but they were fairly dead when I was there), but it does has a nice beach and chilled out vibe - it's worth a visit.
In Bang Chan there are usually 2 cute ladyboys who work in Rabbit bar, one is called Pancake and I forget the name of the other but both a lot of fun. There are/were 3 ladyboys working there in total and with a pool table and selection of cheap spirits and beers, it's usually my main port of call when in town.
