I opened my Kasikorn account in Pattaya and do not get charged these fees in Pattaya. If in BKK or Hua Hin I get charged these fees because I am out of the local district/region or whatever Kasikorn calls it.

I have a Thai PayPal account attached to my Thai bank account. I have a different PayPal account connected to my local bank in the US. I transfered some money between the two PayPal accounts but the exchange rate was bad. IMO would guess anything involving PayPal and FX isn't going to be a good deal FWIW.
