I'm not sure what you mean, but it only really goes on in the streets. Unfortunately it is every street.
What happens is everyone gets soaked, so most establishments will let you in no matter what your condition, they almost expect it.
This does however mean water, dirt and flour gets trodden in everywhere and it's not worth bring any clothes you don't want to ruin. It's also good to bring some light waterproofs, as you are likely to get sick and want to avoid the water when the flu sets in.
the one place to avoid at all costs is Koh San Road. It just become a river of mud and shite.
