Hi Cla,
Long time in Pattaya is generally around 1000 Baht, sometimes more depending on the LB in question.
I wasn't aware a barfine was payable at Jenny Star Bar ?
Not sure about Linda Bar, never found anyone there I was prepared to Barfine !
As for the pickpocket question, just be sensible, although I believe the LB's that work along Beach Road are more of an issue with regards to being robbed, than those on Walking Street in the vicinity of Jenny Star Bar or Linda Bar.
Hi Boss LB's can certainly be taken out of the bar for Long Time, however the Barfine payable in this case is higher than the 200 Baht normally paid there for Short Time.

I presume the 5000 Baht Maximum would be equivalent to an Annual Barfine for one LB, assuming you wanted to take one particular LB out of the bar for an extended period.
Assuming 500 Baht for LT, after 10 days away from the bar you would no longer paying a daily Barfine in effect.
Well that how I understand it anyway, I have heard of some similar arrangements existing at the Nana Plaza Bars, however I don't think that its common knowledge.
Anyone else with a different interpretation please feel free to post !

My recent experience at Hi Boss : 250b ( paid twice with different girls) . It was mid December, which I consider peak season....
