Why don't you explain exactly what it is that you read or provide a link to it? It isn't a stupid question, but it is a sloppily constructed question.

Is this about the Buddhist belief that the head is the most a sacred part of a person? If it is something you read on a tourism and travel website about etiquette it is probably referring to normal day-to-day social settings.

Things like "don't pat children on the head, or don't pass items over someone's head." If getting a haircut, the barber might apologize to you in advance.

Typically those cultural taboos don't extend to sexual activity, but again, I don't know what you read and you didn't explain it very well.
