What is the state of affairs in Thailand (and other South-East Asian countries) with regard to (fully) vaccinated tourists? I probably won't be eligible, for the Thai vaccination card.

A Malaysian friend who's a lawyer in KL, told me, Malaysia allows entrance, once you're fully vaccinated and are able to provide proof. Maybe go panty raiding that infamous mall?

Singapore is likely implementing this:
COVID vaccine passport in Singapore
Singapore’s aviation regulatory, Civil Aviation Authority of Singapore (CAAS) and International Air Transport Association (IATA) has announced that the country will implement and accept the IATA Travel Pass to facilitate verification during pre-departure checks for international travel from May onwards.
Travellers can get clearance to fly to and enter Singapore by showing the smartphone application containing their data from accredited laboratories.
Those who are traveling to Singapore and intend to use the travel pass should check with the airline they are traveling with for eligibility to use the travel pass, said CAAS and IATA.
I have yet to see this confirmed, but hopefully soon.

Not all countries issue a certificate that you have been vaccinated.
You have to show the results of the test that you don't have the virus.
