Chiang Rai has a couple of bars in the area just north of the gold clock tower. Udon Thani has some lb's at the ATM bar which is at the front of the main bar complex - Day & Night. During the daytime there's always a few in the Centara shopping centre. At the end of the night try Mr Tong's or Sister's Bar.

Chiang Rai: Jet Yod Road in the town center behind the Wangcome Hotel (not to be confused with the nearby Wiang Inn) has lots of bars oriented toward English speaking foreigners, and I've many times seen a few LBs mixed in with the bar girls although I don't think there are any dedicated LB bars. It's a friendly but mostly quiet laid back scene there.
Udon Thani: Mikel1's suggestions above are spot on.
